The State Customs Committee of the Republic of Azerbaijan

Baku Customs was founded in 1809 in accordance with the Russian Empire Senate on January 25, 1807 decree and joined to the Astrakhan customs department. In July 31, 1831 according of the "Customs administration Regulations on the Transcaucasian countries” was passed to subordination of the Caucasus customs area and since 1832 got its name "The Baku customs warehouse".

From May 4, 1847 Baku Customs changed to the Baku Customs-Quarantine management with the subordinate to the Trans-Caucasus Customs Quarantine department. In accordance to the Caucasus Governor "Re-organization on the part of the Caucasus and Transcaucasia Quarantine-Customs Regulation” approved on March 31, 1861 this department was turn into Baku Customs-Quarantine Office under management of the Baku Customs-Quarantine.

On December 8, 1897 according to the "The European part of Russia and the staff of the Caucasus customs organizations" law Baku Customs-Quarantine Office became to the Baku Customs under management of the Baku Customs Area and in 1 June, 1911 year was subordinate to the Caucasus Customs Area in Tbilisi.

From 1911 to 1918 Baku Customs was operate under the "Charter of the Russian Empire Customs" approved by Senate in January 21, 1911 year.

The Baku Customs in 1918-1920 was functioned under the Ministry of Finance of the Azerbaijan Democratic Republic and significant changes have taken place in its functions.

At the beginning of 1921 year Baku Customs was the following structure:

1. Office;
2. Department of confiscation;
3. Accounting;
4. Ships office

Since 1929 year Customs activity was regulate with the relevant decree of the Central Executive Committee and the Council of People's Commissars dated December 19, 1928.
In the beginning of 1946 year Baku Customs structure was expanded. The new structure was consisting from the following divisions:

1. General department;
2. Accounting;
3. Judicial-Confiscation Department;
4. Department of the cargo;
5. Department of Post-passenger;
6. Marine Department

In 1955 year, the ship and cargo divisions turn into a single ship-cargo department and the Judicial-Confiscation department with the loosing of some of the repressive functions turn into fight against smuggling department.

In 1956-1988 at the Baku customs structure regularly have been carried out various changes.

In January 27, 1989, with the command of No. 17 of the State Customs Control Department under the USSR Soviet of Ministers on the basis of the Baku Customs was created Republic of Azerbaijan Customs Republic with the subsequent subordination of other customs in Republic (Julfa and Astara).

After the restoration of the independence of the Republic of Azerbaijan by presidential decree in January 1992, the State Customs Committee of Azerbaijan Republic was established.
